First Lines From A Great Post On The Message Board



As a longtime follower of this message board, and as a recent SOAR customer, I'd like to file a trip report that, not too long ago, seemed inconceivable. Last week, I flew from Washington, DC to Delhi and back, connecting in Munich each way. When I first learned from my company that I was going on this trip (and yes, believe it or not, this was for business), I felt the same things all of us fearful flyers felt: dread bordering on terror. I also couldn't seem to cope with the idea of making such a long trip to one of the world's wild places.



But I lived to tell the tale, and more than that, feel stronger for the experience. I know most of you are aware of the old adage that what does not kill you only makes you stronger. Well, it's true. Tempest In A Teapot Throws Some For A Loop



Reading about what happened last week caused a lot of people a lot of angst. So before you start reading about it again, start with the 'bottom line'. There was no elevated threat to any airliner because the revival of Operation Bojinka was only in the planning stages. There was no elevated threat in Britain. There was no elevated threat in the U.S.



This plot which has caused such distress is not a new one, but one which first surfaced in 1994. Operation Bojinka was planned by top Al-Qaida operatives Ramzi Yousef and Khalid Shaikh Mohammed. These two planned the bombing, the previous year, of the World Trade Center. Khalid Shaikh Mohammed was arrested in 1995. Khalid Shaikh Mohammed was reportedly arrested in 2003.



Operation Bojinka called for eleven airliners bound for the U.S. to be bombed in January of 1995. Bombs were tested the month before. One exploded in a Manila theater. Injuries; no deaths. Another exploded on a Philippines Airline flight. A Japanese businessman was killed. The plane landed safely.



After the two test bombs were exploded, the airline part of Operation Bojinka was abandoned when Yousef and Mohammed fled after a fire broke out in their apartment where they were preparing chemicals for the plot.



Seven of the eleven flights targeted were UAL flights in the Pacific. At that time, security was the responsibility of each airline. UAL's response was to foist responsibility for security onto the crew members. Captains were told to supervise a search of every aircraft before every flight in the Pacific. Captains and flight attendants refused to take on sole responsibility for this the detection of bombs, and insisted the planes be searched by trained professionals. UAL, unable to get crews to do searches at no cost, dropped the requirement for planes to be searched at all. Apparently, the airline felt the threat was not serious enough to pay for searches by professionals.

The Clinton administration's focus was offensive rather than defensive; efforts were taken to kill Bin Laden. Political opposition derided these efforts saying Bin Laden was a bit player, and Clinton's efforts to go after him only served to make a bit player into an international star.



9/11 Changes Things



Until 9/11, security was left to the individual airlines. The government required the airlines to provide nothing more than token security. After deregulation, no airline could afford to spend money on any kind of research other than marketing. Research on liquid explosives was out of the question.



After 9/11, following two months opposion by the Administration, responsibility for security was shifted from the airlines to the government. Even though 9/11 was the work of Al-Qaida, and even though Operation Bojinka's liquid explosive plans were the work of Al-Qaida, the government did not undertake R&D (research and development) to determine whether a practical bomb large enough to threaten an airliner could be made with liquid explosives. Nor did the government seek to develop methods to detect liquid explosives. Money was appropriated for R&D, but the TSA did not see the liquid explosive threat as important enough to use the funds for that purpose, and diverted them to be used in day-to-day operations.



Thus the government did nothing to determine whether liquid explosives were indeed a risk to an airliner, not to develop detection methods.



Eight months ago, the British learned that Operation Bojinka was being revived. As they monitored the plot, they learned of the involvment of more and more participants. The operation was still in the planning phase. No airline tickets had been purchased. Most of the plotters had no passports. Since the Operation was far from ready, the British planned to continue monitoring. Continued monitoring offered the opportunity to draw in additional participants and to make the legal case air-tight.



With the Operation still in the planning stage, the British saw no reason for changes in security. But the political situation in the U.S. was deteriorating; Iraq continued its downhill slide; Iran thumbed its nose at U.S. attempts to stop its nuclear program; North Korea, believed to possess nuclear weapons, test-fired a missile in spite of empty warnings by the U.S.; civilians were being killed by Israel's action against Hezbollah.



Anti-war sentiment became focused on the challenge by a political unknown of pro-war Senator Lieberman. It became clear from the polls that Lieberman would lose.



With some overriding news, Lamont could be on the cover of Time and Newsweek.






OnAugust 8, 2006, Lamont defeated Lieberman in Connecticut due to anti-war sentiment. The following day, August 9th, Cheney, from his home in Wyoming, made a highly unusual telephone press conference to talk about the Connecticut primary. News Happens, Or Is Caused To Happen



MSNBC learned that the U.S. asked the British to move in on the revival of Operation Bojinka. The British refused, because the Operation was still in the planning stage. Nevertheless, the U.S. wanted it done, and -- according to MSNBC -- had Pakistan authorities arrest one of the Operation's participants who happened to be in Pakistan. This, then, forced the British to arrest the participants who were in England. Info on this is at: http://msnbc.msn.com/id/14320452/



On August 10th, the British announced the arrests of what was reported to be a new threat to airliners. And though the plot status was unchanged, still in the planning stage, as it had been for months, the British suddenly established extreme security measures.



In the U.S., Homeland Security put out an 'imminent attack' alert on INCOMING flights from Britain. Just why an INCOMING threat needs security here is beyond explanation. After all, it there were a threat (which there wasn't) and the threat materialized and was successful, the INCOMING flight would not make it this far.



Though the plot, once hatched, would involve flights leaving Britain, the unhatched plot led to massive security changes being applied to flights, as if a threat actually existed.



In other words, extreme security measures were put into place -- both in the U.S. and in Britain - - thought there was only a plot in Britain, and there, it was only in the planning stage it had been in all along.



The White House announced that planes would have been blown up except for toughness in the war on terror. Governors in Republican states put the National Guard at airport, though there is no threat, and though the Guardsmen have no way to tell a tourist from a terrorist.



If The Plot Had Been Past The Planning Stage, Is It Possible A Plane Could Be At Risk?



Could a practical liquid explosive bomb blow up an airliner. We really do not know. As was said above, the TSA diverted research and development funds. What we as pilots know is this: an in-flight cargo door malfunction caused a hole to be ripped in a 747 cabin large enough to drive a SUV through. From a pilot's point of view, the kind of hole a carry-on liquid bomb could not approach those dimensions.



I discussed this at length with an explosives expert last week. We came to the conclusion that at least a quart of liquid (or paste) explosives would be necessary to have any chance of being a threat to a plane. But, again, that was our educated guess. No one knows, and that includes the government whose job it is to provide security.



Sell The Sizzle, Not The Bacon.



Why isn't the government doing its job? A savvy businessman once told me, 'Sell the sizzle, not the bacon.' Bacon is expensive; sizzle is cheap.

Tough talk -- like sizzle -- is cheap. Actually providing security is -- like bacon -- expensive. Like the savvy businessman, savvy politicians will try to get by selling the sizzle and calling it bacon.

I know I will get emails complaining of political bias. But this is a 'fair and balanced' report. You decide.



The Bottom Line



There was no elevated threat to any airliner because the revival of Operation Bojinka was only in the planning stages. There was in no elevated threat in Britain. There was no elevated threat in the U.S.



Since there is no elevated threat, if you feel threatened, it is because someone has been playing with your mind. As you may know, I hate it when someone is successful in doing that to the mind of one of my clients. But I am very proud when one of my clients sees through the mind game.



Remember how some of us vowed to not change how we live because of terrorists? People said if we do that, they win. Wouldn't it make even more sense to be nonplused when people try to frighten us to further their agenda?



Easier said than done. Though logically you know you have been manipulated, the effect can still be there. Take the thoughts about this that still are bothering you; put them in the Strengthening Exercise. Use these steps.

  • Establish contact with a strong feeling of connectedness.
  • Picture Marge or Homer Simpson sitting on an airplane and everything is fine.
  • Over the cartoon character's head, place an imaginary drawing of the thought that troubles you, as if Marge or Homer is imagining that.
  • Return immediately to your strong feeling of connectedness.
